Italy is to make it compulsory for minors to have a licence to drive a scooter

As a new kind of transportation tool, electric scooter has become popular in Europe in recent years. However, there has been no detailed legislative restrictions, resulting in the electric scooter traffic accident handling blind spot. Lawmakers from Italy’s Democratic Party have submitted a bill to the Senate to regulate scooter riding in a bid to keep people safe. It is expected to be passed soon.

According to reports, according to the Italian Democratic Party parliamentarians proposed the bill, there are seven.

First, the restriction of electric scooters. E-scooters can only be used on public lanes, bike paths and sidewalks in the city’s built-up areas. You can’t drive more than 25 kilometers per hour on the driveway and 6 kilometers per hour on the sidewalk.

Second, buy civil liability insurance. Drivers of electric scooters solution must have civil liability insurance, and those who fail to do so face a fine of between €500 and €1,500.

Third, wear safety devices. It will be compulsory to wear helmets and reflective vests while driving, with fines of up to €332 for offenders.

Fourth, minors between the ages of 14 and 18 who drive electric scooters must have an AM license, i.e. a motorcycle license, and can only drive on sidewalks at a speed of no more than 6 kilometers per hour and on bicycle lanes at a speed of no more than 12 kilometers per hour. Scooters used must be equipped with speed controllers.

Fifth, dangerous driving is prohibited. No heavy loads or other passengers are allowed while driving, no towing or being towed by other vehicles, no using mobile phones or other digital devices while driving, no wearing headphones, no performing stunts, etc. Offenders will be fined up to €332. Driving an e-scooter under the influence carries a maximum fine of 678 euros, while driving under the influence of drugs carries a maximum fine of 6,000 euros and a prison term of up to a year.

Sixth, the parking of electric scooter. Non-local authorities have approved a ban on parking electric scooters on pavements. Within 120 days of the new regulations coming into effect, local governments should ensure that parking Spaces for e-scooters are reserved and clearly marked.

Seventh,Obligations of the leasing service company. Companies engaged in electric scooter rental services must require drivers to provide insurance, helmets, reflective vests and proof of age. Companies that break the rules and those who provide false information could be fined up to 3,000 euros.
